World War 2 is raging on. The British have a new special cypher for decoding German messages. The Russians have come to steal it. Oh, and the dead are rising. The 5th Doctor gets Tegan to Heathrow Airport - 300 or so years early. The locals are all acting strangely, and for once it's not just an ill-conceived scriptwriter assuming that rural people are bumpkins. That aspect's there too, but it's not the main reason they're acting strangely. Meanwhile, an old friend suffers a startling fate.

The 5th Doctor finally gets the TARDIS to Heathrow Airport - in 1666! Tegan is not impressed. Nor are the locals. But then, you wouldn't be impressed at much either if your minds were under alien control. Times like this you could use someone who knows his way around the area. Perhaps a Highwayman?

THIS WEEK IN DOCTOR WHO - July 14, 2000

This Week In Doctor Who turned two years old on the 13th (has it been that long?). To mark the event, over twenty fans of the series have provided their own story descriptions for the episodes being shown. Without the fans, the show would not be on anywhere anymore, and this column would not exist. Everyone involved in this special edition has been very helpful to either the series in general or This Week in particular. A big round of applause to everyone involved, please.

I would also like to congratulate the Doctor Who Alliance of North America Newsletter on its 2nd anniversary, which is on the 17th. Shaun Lyon and the Alliance have supported This Week since the very earliest days. I look forward to many more years working together.

Additions and corrections are welcome at bfelliott@... or bfelliott@... . And now, the listings:

"This week on Radio Four we finally admit to bringing Doctor Who back without telling anyone. From the dark recesses of the minds of Radio Four, comes the second season of the Dead Ringers story. So far the fourth Doctor has phoned and annoyed some people before joining the First Doctor by going back in time to help the Prince of Denmark... probably to get away from those pesky Changing Rooms folks. Will Rolf Harris really see to K9? Will the Ground Force team deal with the Krynoids and will the Fourth Doctor finally get the telephone number for the Master?"... - Roger Clark

'Blue Peter', the weather's nice, they can go outside to the garden. 'Newsnight', they can struggle at Lime Grove for a few days. 'Doctor Who'.... Ah.... Something about clowns and a circus, and a woman turning into a werewolf - yes, that impressions woman. No, not Janet Brown.... Let me think... Could we cancel it...? No...? Not until next year.... Ah... Well all it needs is a big tent.... Is Billy Smart's Circus anywhere near London? Oh, Aberdeen.... What about Cyril Smith, has he got a shirt you could use? Oh, you've tried him, he's on holiday and taken his shirt with him. What do you suggest? A tent in the 'Grange Hill' carpark at Elstree? Would that work? Also, the Doctor tries to help the sisterhood to get back their elixir of life in exchange for help to stop the resurrection of Morbius. Will the Doctor finally be able to stop Solon from resurrecting the sinister Morbius? Will the Doctor even get help from the sisterhood who are willing to sacrifice any Timelord as revenge? Also, watch out for the mind-bending contest in Part 4 which has put some fan debate as to which of those other unknown faces on the screen are either incarnations of Morbius or of the Doctor (We may never know). Also, watch out for cameos from the production team playing unknown incarnations of either the Doctor or Morbius including Terrence Dicks, Robert Holmes and Philip Hinchcliffe. - DavrosDW

Dish Network provides local service in 36 markets, 12 of which have full power stations airing Doctor Who (Dish Network does not service the Baltimore market at this time). Dish Network promised to get the must carry channels up by January 1, 2002. All Dish Network locals are moving to the 8000 channel block. Locals currently in the 700s and 800s (none of whom were airing Doctor Who) will shortly only be in the 8000 channel block. Be advised that in many cases you have to get another receiver to pull in some of these channels, as they are being split among multiple satellites - check http://www.dishnetwork.com/ , http://echostar.swiki.net/52 , and your own setup to figure out if you need additional equipment for stations.

USA - A new year brings a new wrinkle for US television watching. The Satellite Must Carry rules are officially in effect as of January 1. If a satellite provider offers one or more local TV channels to a community, they must provide all of the full power local channels that ask to be carried during the proper asking period, provide a decent signal to broadcast, aren't repeaters of other local channels or national networks, and don't demand compensation for being carried. DirecTV offers "local" service in 41 US TV market areas, and Dish Network offers "local" service in 36 US TV market areas. 12 of the 14 US broadcasters airing Doctor Who are eligible to be carried on satellite, as they broadcast in markets where local service is offered. Local channels are only being offered to subscribers deemed to be in the market area of those channels, so Doctor Who fans who are satellite subscribers will only get the chance to see the Doctor on their satellite dishes if they live in an area where the show was airing anyway. Still, for some people, it could make seeing the series easier. Check in the USA section to see if your station is being carried on one or both of the satellites, and on which channel number(s).

I have only heard sketchy information on how the satellite companies have done adding eligible Doctor Who stations.

For DirecTV, I have heard:
KTEH San Jose, CA - on the air on schedule
KERA Dallas, TX - on the air on schedule
MPT Maryland - on the air on schedule for DC and Baltimore locals, then taken back off the air, then put back on - currently still on but DirecTV believes that it isn't actually a local channel, so it could get pulled off the air again at some point.
WYIN Gary, IN (Chicago, IL) and New Hampshire Public TV (Boston, MA market) are not on their list of channels being carried, with no explanation as to why. Hopefully just a temporary issue.
The other 7 stations - no news at all.

For Dish Network, I have no confirmation on anyone actually seeing a Doctor Who affiliate. Dish Network's setup is more complex, as a satellite they planned to use for local service was delayed in launching. Many of the new channels require an additional satellite dish to pull in. If we believe the http://echostar.swiki.net/52 database, Dish Network has activated all the eligible Doctor Who affiliates except:
WYIN Gary, IN (Chicago, IL) - coming soon
WENH Durham, NH (New Hampshire Public TV - serving Boston) - appears in hidden online guide but not on air yet
MPT Maryland - appears in hidden online guide but not on air yet for both DC and Pittsburgh Locals. DirecTV has not offered MPT to Pittsburgh to date.
Also, the Baltimore locals, not currently offered by Dish Network at all, appear in the hidden online guide, and yes that includes MPT.

If anyone has any experience with any other odd happenings (good or bad) involving the satellite offered locals, please let me know. Also, at this time I only know of DirecTV and Dish Network offering locals to subscribers. If any other satellite companies are out there doing this, I'd be happy to include them in the TWIDW listings as well.

1664 England. The 5th Doctor, Tegan, Adric, Nyssa, and the Sonic Screwdriver find Black Death, ordinary death, space aliens, aggrivated locals, and a Highwayman. That's the trouble with visitations - whenever you have guests over, someone makes a mess.

Late Sat Mid EST Planet of the Daleks movie
Picking up from the climax of Frontier In Space, which you didn't see last week, the 3rd Doctor and Jo hunt a Dalek army to the planet Spirodon, where experiments in invsibility could give the Daleks a key advantage in the next war. Based on the running time indicated on MPT's web site, it appears they (again) ordered the 1 hour, 45 minute movie version of this story. The movie version is missing an entire episode in the middle, cut out because it is in black & white. A number of color scenes are also cut to hide the missing episode. My advice - tape this version for comparison - the edit was masterfully done. Then, go to your local video store and buy Planet Of The Daleks on video so you can see what you missed. Now, if the broadcast runs 2 hours, 15-20 minutes and has a black & white section in the middle, then that would mean they figured it out and got the complete version in time.

USA - DISH Network http://www.dishnetwork.com/ has recently added the Burlington, VT local stations to their local packages. Like the Boston locals, New Hampshire Public TV (NHPTV) http://www.nhptv.org/ is eligible to be included in the package, though it currently is not. Should NHPTV get a usable signal to Dish for either package, NHPTV will probably show up on both local packages. Dish Network and DirecTV have been adding local station packages for additional cities in recent weeks again, and we are trying to keep track. http://www.dishforums.com/ has discussion forums where satellite viewers chat on these matters.

According to the unofficial Dish Network Channel Chart at http://echostar.swiki.net/52 , several other Who stations could appear on the Dish Network local station packages in coming months - WYIN 56 Gary, IN http://www.wyin.tv/ on the Chicago package, MPT Maryland http://www.mpt.org/ on the Washington/Hagerstown package and Baltimore (when/if Baltimore locals go up), and KAWE 9 http://www.lakelandptv.org/ on the Minneapolis/St. Paul locals - which would give that package 2 Doctor Who stations since they already have KTCA 2 http://www.tpt.org/ .

If you missed it last week - TPT (KTCA 2) in St. Paul, MN has dropped Doctor Who from its schedule. Over the air viewers are out of luck for Doctor Who on TV unless they live in a fringe area that pulls in either KAWE/KAWB or one of the Iowa Public TV transmitters. Satellite subscribers on DirecTV are out of luck. Satellite subscribers on Dish Network are currently out of luck, but KAWE 9 is listed as a possible future local channel for the Minneapolis locals, so maybe you'll get Who back in the future, but no idea when.

Since the merger efforts between DirecTV http://www.directv.com/ and Dish Network http://www.dishnetwork.com/ were thwarted by regulators, the two satellite providers have started adding some of the local channels to their services that they said would have to wait till after the merger. On November 21st, two US TV markets where Doctor Who airs were added to Dish Network's service - Des Moines, Iowa and Colorado Springs, Colorado. If you live in the Des Moines area, you now have the option to get your local channels from Dish (including KDIN 11, the Iowa Public TV affiliate). In Colorado Springs, you can get local channels from Dish, but you WON'T get the Doctor Who affiliate, because K32EO is a low power repeater of KBDI 12 Denver, and satellite providers offering local channels to an area are not required to carry low power stations. KBDI 12 is carried in the Denver local channels package of both DirecTV and Dish Network. As of this writing, I am not aware of DirecTV's new cities including any markets where Doctor Who is on the air.

Doctor Who fans in the Omaha, Nebraska area with Dish Network should also be able to subscribe to Iowa Public TV in the near future as well. Omaha is one of three new markets which Dish started uplinking to their system this week, and the stations include Iowa Public TV. No date for the availability of the Omaha locals has been announced yet. Info about stations on satellite coming from http://www.dbsforums.com/ and http://echostar.swiki.net/52 (when it is working).

More Dish Network subscribers will have the option of watching Doctor Who via Dish Network in the near future. Dish has scheduled the launch of its Omaha, Nebraska local TV channels package for January 16. Dish has also announced that Cedar Rapids, Iowa will tentatively see the launch of a local TV channels package on January 31. Both the Omaha and Cedar Rapids local stations packages will include Iowa Public Television, which airs Doctor Who Saturday nights at 11:35PM Central Time. The Omaha package will not include some of the local stations due to disputes between stations and Dish Network. All new local TV station packages on Dish Network are offered on spotbeams, so they are not useful for someone in say - Hawaii - who wants to see Doctor Who from Iowa. But if you live in an area where locals are available, you now can get Doctor Who on satellite, in addition to the existing options of an antenna or cable.

Boston, MA area - If you subscribe to Dish Network and have the Boston local channel package, tune in to channel 8781 (or 11, depending on your receiver). WENH 11 (New Hampshire Public TV) has finally been added to the Boston local channel package. Anyone with the Boston package who has 2 dishes should be able to see WENH - probably including areas that could never get NHPTV over the air or on cable before. New Hampshire Public TV has recently upgraded Doctor Who to Saturdays at 11PM Eastern Time, but discontinued the late Thursday broadcast. 2 episodes per week. As of this writing, WENH has not made it onto the DirecTV local channel package. WLED 49 (also New Hampshire Public TV) is in the Burlington, VT TV market, but has not been added to Dish's Burlington Locals package.

Tyler, TX local channels are now being uplinked by Dish Network, though they are not available to subscribers. The Tyler DMA does not have a PBS station, but KERA 13 can be seen there. KERA 13 airs Doctor Who in movie format late Friday nights (12:30AM starting this week). It is unknown at this time whether Dish will include KERA in the Tyler locals package or not.
